Purpose

Oxfam is attracting applicants for a training package to be introduced to members of local committees in East Kalamoun (Al-Rheiba, Al Qutaifa, Al Nassrieh, Al Etna, Jeroud, and Moadamouet Al Kalamoun). Trainings will be delivered on two sections, the first of which will include basic capacity building and a

Oxfam is working on the development of five rural development committees in East Kalamoun, the committees have been officially established by the Rural Damascus government, and are in the preparatory phase ahead of taking the full lead of rural development in their respective municipalities by the last quarter of 2020.

The established committees will be supported and trained in a conflict sensitive manner, taking into account local conflict dynamics, as well as demography (inclusion – particularly youth, disability and gender). Trainers will be providing capacity building support for the following main areas to make sure the committees function in sustainable manners. Members will be trained on:

– Basics of civil and community work.
– Basics of legal framework for activating community committees work.
– Public relations; how to manage relationships with Ministry of local administration.
– Negotiation skills.
– Networking
– Conflict mediation.

The team will be working on a two-part package of trainings/workshops on local governance, leadership skills, and communication skills. Trainings are expected to be done by early December, with a handbook drafted in a participatory manner on the ways of working for the committees as a hard deliverable by the team conducting the trainings/workshops.

The trainers will be supervised by the EU PROACT project team, and will be in constant coordination with the project team, each other, the committees, and other support desks in OXFAM to ensure a fully comprehensive series of trainings/workshops.

Trainers will be asked to deliver the following knowledge to participants:

a. Local development and local governance theory:
– Intro to local development.
– Intro to local governance.
– Intro to the concept of social capital.
– Dynamics of dealing with the local community.
– A detailed explanation of the local governance legislation (Intended purpose, mechanisms, coordination, etc.).
b. Capacity building and skills enhancement:
– Identifying the needs local communities (needs and resources analysis).
– Initiatives and developmental projects design.
– Leadership skills.
– Negotiation skills.
– Conflict mediation.
– Networking skills.
– Managerial skills (Structural management and coordination).
c. Technical capacity building:
The team of trainers will be asked to inform on the detailed mechanisms of the ways of working for the committees, most essentially on the financial aspect (opening a bank account, managing funds, efficient fiscal reporting, etc.) for the committees, means of coordination with governmental parties to ensure the most efficient practice of the committees’ roles, and the legal procedures of the committees as necessary, including any inquiries by the trainees that might require additional research by the trainers.

In addition to the above, the team will be required to deliver a handbook to serve as a reference for the ways of working for this committee and potential future committees. This will be developed by utilising the workshop in a participatory manner with the trainees to ensure all current and future concerns of the committees would be properly addressed.

Background

Oxfam currently works in eight of Syria’s 14 governorates, including in Dar’a, Rural Damascus, Homs, Hama, Aleppo and Deir Ez-Zor, working in coordination with three national NGO partners. Last year we reached almost 1.3 million people in 231 communities.

The project, funded by the EU Humanitarian Aid is focusing on most vulnerable conflict affected groups. An analysis on the local context identified the needs of food insecure and vulnerable households, and main natural and local drivers of risk and vulnerability. Oxfam is working particularly with vulnerable farmers, livestock traders (men and women) to enable them to increase production and address immediate support needs, absorptive capacity, address challenges of protection, unsustainable development and adaptation to risks and shocks.

The PRO-ACT interventions are designed to improve agriculture and livestock production and reinforcing agriculture based micro and medium enterprises, rehabilitation of irrigation facilities through cost efficient technology, establishment and support to farmer associations. The project includes activities such as market mapping, selecting market actors, supporting market gaps and identifies few sub-sectors where interventions are required to restore livelihoods of vulnerable women and men dependent on agriculture and livestock, and to sustain these livelihoods. Oxfam programs are gradually moving from early recovery to building resilience in more stable areas of Syria.

Detailed requirements:

The trainers will be required to deliver 600 training hours over the course of around 75 working days. Trainers will be working simultaneously on training multiple committees. These days will be exclusively over the weekend (Friday and Saturday) as per the trainees’ free time. Trainers will also be asked to attend kickstart meetings as soon as the recruitment process is over to ensure a comprehensive approach and no overlap/duplication in different sessions. Coordination of the detailed workplan, responsibilities, and communication mechanisms will be covered in the kickstart meeting as well. Training sessions and workshops will be held in East Kalamoun.

Trainings will be delivered over two packages, between which a review of the needs of the trainees will determine the exact subjects of the technical trainings necessary.

Deliverables/End Product

The training to be conducted into 4 phases:
Phase I:
Kickstart meetings (One or meetings, as necessary) to coordinate the detailed workplan, responsibilities, and deliver the training materials to the project team.
Phase II:
Basic capacity building, Training on local development theory
Phase III:
Material / Training review,
Phase IV:
Technical capacity building
Phase V:
Drafting the handbook to serve as a reference for any current or future concerns regarding the roles, mechanisms, and development of the committees.

Qualifications
Applications will be accepted for one or more of the following areas (please specify in cover letter).

i. Local governance theory:
o A higher education degree in local governance, local development, rural development, or a relevant field or;
o 5 years’ experience in training on local development theory trainings in populist settings.
o Experience with an INGOs/local NGOs in this field is a plus.
o Willingness to travel outside of Damascus.
o Knowledge of the context.
o Proven record of conducting trainings as part of a team.
o Samples of the training materials will be required upon shortlisting.

ii. Local governance technical capacity building.
o 5 years’ experience in working with local committees.
o Demonstrated understanding of the mechanisms and legal frameworks of the committees.
o Experience with an INGOs/local NGOs in this field is a plus.
o Willingness to travel outside of Damascus.
o Knowledge of the context.
o Proven record of conducting trainings as part of a team.
o Samples of the training materials will be required upon shortlisting.
o Experience in writing reports in both English and Arabic (Samples will be required upon shortlisting).
iii. Capacity building for groups (Networking, leadership skills, etc).
o 5 years’ experience in trainings relevant to the subject.
o Experience with an INGOs/local NGOs in this field is a plus.
o Willingness to travel outside of Damascus.
o Knowledge of the context.
o Proven record of conducting trainings as part of a team.
o Samples of the training materials will be required upon shortlisting.
iv. Initiatives development (resource analyses, risk analyses, proposal writing, etc.).
o 5 years’ experience in trainings relevant to the subject.
o Experience with an INGOs/local NGOs in this field is a plus.
o Willingness to travel outside of Damascus.
o Knowledge of the context.
o Proven record of conducting trainings as part of a team.
o Samples of the training materials will be required upon shortlisting.
v. Conflict mediation.
o 5 years’ experience in trainings relevant to the subject.
o Experience with an INGOs/local NGOs in this field is a plus.
o Willingness to travel outside of Damascus.
o Knowledge of the context.
o Proven record of conducting trainings as part of a team.
