ToR Private Sector Investment in Youth-led Peacebuilding

Objective Through consultation with private sector actors the consultant is responsible for identifying:  Different mechanisms available to private sector actors to invest in youth-led initiatives, including through partnership with bilateral and multilateral donors, development of innovative pooled funding models, and impact investment. These mechanisms could be existing mechanisms to support youth-led peacebuilding and development, or mechanisms which could be applied to youth-led peacebuilding and development. Guiding values for that investment. The baseline needs of private sector actors to invest in youth-led peacebuilding and development.  Key driving forces that motivate or could motivate private sector investment, including a stakeholder analysis of which private sector actors and other stakeholders would be necessary or important to engage in this process. Risks represented by integrating private sector financing into peacebuilding and development financing for young people. The consultant should break down this data by different private sector types: private companies’ CSR and sustainability departments, impact investment firms and ESG departments at financial investment firms, and private sector companies in conflict-affected and fragile states. 6Separate work will be conducted to complement the consultants work with engagement of philanthropy, multilateral and bilateral donors, and youth civil society. In this process the consultant will liaise with the Secretariat and Steering Committee of the working group to ensure synergy between the consultations of each constituency. The aim of the final product is to form the basis for the development of a voluntary framework that private sector actors would apply to guide their investment in youth-led peacebuilding and development. This framework will be workshopped with private sector actors and the consultant will be responsible for working with the Secretariat and Steering Committee to design and develop those workshops. The consultant will work in partnership with a senior advisor of the Foundation in this work.

3. Tasks to be performed by the consultant The consultant is responsible for providing the following deliverables: 1.) A plan of action to be submitted to the Dag Hammarskjold Foundation for review by the Foundation and GCYPS Financing taskforce. This should detail an outreach plan for consultation of private sector actors as well as an engagement plan for the parallel consultations of multilateral institutions, governments, and youth civil society. 2.) A report identifying:  the information requested in section 2 paragraph 1, (ii.) recommendations for developing the voluntary framework which will be based on the report,  a plan of engagement of private sector actors for the workshops to validate the voluntary framework. The consultant and the Dag Hammarskjöld Foundation can negotiate focus areas within these topics and questions to ensure the feasibility of the study. Specifically, the assessment should be structured around the following topics/ questions/ tasks: Landscape analysis: different mechanisms available to private sector actors to invest in youth-led initiatives, including through partnership with bilateral and multilateral donors, development of innovative pooled funding models, and impact investment. A. Existing best practices; B. Best practices which can be adapted from other fields; C. Innovative approaches that could be piloted; D. Lessons learnt and mechanisms that show most potential; E. What challenges do these mechanisms face, what would they need to operate more effectively and at greater scale? What would be needed from public investors/ donors/ UN? F. Key private sector actors to engage. The basic conditions which need to be in place for private sector actors to invest in youth-led peacebuilding and development. This should be broken down by private sector actor type: a. b. c. CSR Local private sector actors. Investment firms: Return requirements, ESG standards, minimum deal size, debt/equity, tenor, sector preferences, other)? – Which internal organisational/ financial/ practical challenges stand in the way of investing in fragile or conflict affected contexts? The key driving forces which motivate or could motivate/incentivize private sector investment, Risks represented by integrating private sector financing into peacebuilding and development financing for young people. a. Undertake review of available analyses/lessons learned on benefits and risks of fostering private sector activity for youth-led peacebuilding and development. Which lessons learned exist already from the peacebuilding.

Recommendations and next steps a. Recommendations for developing a voluntary framework out of the data presented b. A Plan of Action to engage private sector actors in the development of and signing on to the framework. i. Which private sector actors are particularly suited to support youth-led peacebuilding and development and through which mechanisms? ii. How should the working group engage these actors for both the workshop and to secure signatories? iii. Is a voluntary framework the best way to mobilize private sector engagement?

Timeline for delivery of output: The exact deadlines will be agreed with the consultant along the way. 1. Plan of action (November 2022) 2. First draft report (December 2022) 3. Second draft report (January 2023) 4. Finalized outreach plan (February 2023)

Budget: The consultancy has a total budget of $16,000 USD. The fee will be paid in four installments upon delivery of the agreed outputs in Section 4 (Timeline). In the consultant’s plan of action the consultant is responsible for identifying hourly rates necessary to complete each task. 1.) Plan of action (20%, 3,200 USD) 2.) First Draft Report (30%, 4,800 USD) 3.) Second Draft Report (30%, 4,800 USD) 4.) Finalized Outreach Plan (20%, 3,200 USD) 5.) Oversight: This consultancy is funded by the Dag Hammarskjöld Foundation and UNICEF. The Dag Hammarskjöld Foundation will be responsible for managing and providing oversight of the consultant’s work. The consultancy will be informed and advised by the Global Coalition on Youth, Peace and Security Financing Taskforce.
