DUTIES & RESPONSIBILITIES

 

Provide strategic guidance and advisory support to the UNDP, Portfolio Manager and NPM on access to justice, legal aid and ROL issues

 

Provide advice to Portfolio Manager, NPM, Project staff and implementing partners to plan the activities of the Community Security and ROL project related to access to justice, legal aid and ROL issues;

Liaise with respective partners in UNDP Country Offices, Regional Center and cooperating organizations to manage the political risk of strategic interventions and ensure smooth Community Security and ROL Project implementation;

Facilitate policy development, knowledge management and coordination in rule of law, access to justice and legal empowerment;

Programme Management & and timely implementation of high-quality project activities and reporting and support UNDP management in programme development and resource mobilization;

 

Advise the senior management and Portfolio Manager on the overall implementation of the Community Security and ROL Project, including quality planning and reporting on progress vis-à-vis planned activities and expected outputs, and making specific recommendations as required;

Ensure effective Community Security and ROL programme implementation, financial management, coordination and administration, using established guidelines and procedures of UNDP to realize maximum performance and impact; and

Oversee the effective development and implementation of the Community Security and ROL programme monitoring and evaluation system, and report on progress, including reporting to UNDP, development partners, and national stakeholders on progress;  

prepare in preparing progress reports for the development partners and UNDP;

Support UNDP in formulating/designing new programmes in this area of intervention and work for resource mobilization.

Coordinate and manage the overall delivery of the project in an effective and efficient manner, working closely with the UNDP CO, civil society organizations, academic institutions, UN agencies and entities, and donors/development partners;

Prepare annual work plans, and procurement plans in line with the programme outputs and objectives.

Closely monitor the delivery status and prepare written monthly progress updates – both narrative and financial – in relation to the agreed work plan and implementation strategy. Contribute to the preparation of the Quarterly progress reports;

Ensure strict adherence to UNDP procedures, rules and regulations;

Manage human resources issues including hiring and training of staff to ensure satisfactory performance, as well as supervising and assessing performance;

Support the drafting of reports (including progress reports), thematic papers, concept notes as well as project proposals as part of UNDP CO fundraising activities

Support partnership building, synergies and knowledge sharing

 

Liaise regularly and forge close linkages with other community security and HLP projects, agencies and entities, as well as other international and national stakeholders concerned with or providing assistance on access to justice and rule of law issues to maximize synergies and avoid duplications;

Contribute to the harnessing of effective partnerships and competitive selection of partners for the implementation of UNDP projects;

Build partnerships with access to justice sector agencies via coordination mechanisms

Liaise with and maintain regular contact with legal aid mechanisms, Bar Association, UN agencies, national human rights institutions, CSOs and donors, and support ongoing coordination efforts;

Develop pilot initiatives for functional partnerships between justice sector stakeholders and non-governmental organizations, local media and public;

Explore possibilities and actively promote synergy with UNDP CO portfolio and various projects;

Support knowledge sharing with national counterparts through on – the job training, knowledge sharing workshops and publications.

 

Ensure strengthening Gender Equality and Social Inclusion (GESI) and Human Rights Based Approach (HRBA) throughout Community Security and HLP Project interventions

  • Provide necessary technical assistance and direction on strategic and policy issues to strengthen GESI and HRBA initiatives in the Community Security and HLP Project plan and implementation strategy;
  • Advise the Portfolio Manager and NPM to ensure proper coordination among justice sector, legal aid and human rights for better results on GESI;
  • Ensure GESI and HRBA issues are substantially incorporated in policy notes and briefs; Support NPM to ensure that management of community security and HLP Projects is conducted with GESI and HRBA considerations;  
  • Work with other teams and units to ensure that management of community security and HLP Projects is conducted with GESI and HRBA considerations;
  • Liaise with CO Gender Analyst as per the need for effective implementation of the GESI strategy and other guiding tools.

RECRUITMENT QUALIFICATIONS

Education

  • Advanced University Degree (Master’s Degree or equivalent) in law and development related disciplines, human rights, political science, behavioral science, or other relevant social science fields;
  • A first level University degree (Bachelor’s Degree or equivalent) in Rule of law and development related disciplines, Legal issues, human rights, political science, behavioral science, or other relevant social science fields, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience

  • At least 2 years (Masters) or 4 years (Bachelor) of relevant professional experience in role in Rule of Law, access to justice and community security;
  • Experience of sector wide approaches to justice and RoL in crisis contexts including experience working with all of the main actors is required.
  • Experience in UNDP programming is desirable.
  • Previous experience with UNDP or another UN entity engaged in Rule of Law, and ROL.

Language Requirements

  • Fluency in English
