Responsibilities

Programme development

• Under the leadership of the CVPD, contributes to annual and strategic planning and monitoring of progress towards targets.

• Actively contributes in planning for the six following areas: personal development planning; implementation and monitoring; educational and career guidance; guided-living: semi-independent life; follow up.

• Supports and monitor the transition process of the youngster from SOS PUs to youth care programme.

• Ensure that the relationship between youth and mothers is kept and developed and encourages ongoing contact with young person’s family of origin (in the best interest of youth)

• Develop detailed and strong national youth guide jointly with programme staff.

• Provide technical expertise to the CVPD and programme unit managers when setting up new programme units and interventions in a location or in applying for public funds related to youth developments.

• Provide content-wise guidance to Youth Leaders in the locations in planning, budgeting and reporting of programme interventions.

• Regularly report on developments in the specific programme area to the CVPD and the responsible Regional Programme Advisor.

• Support the educational and career development of the young people.

• Is responsible for leading the young person through the transition process from youth facility to (semi)independent life by offering proper tailor-made youth care activities.

 

Quality management, monitoring and evaluation

• Support CVPD and NPDD in the development and establishment of a national association quality management system.

• Guide the personal development of the youth by supporting Youth Leader/supervisors in the monitoring of the development plans and personal youth projects

• Support programme unit managers and Youth Leaders in the location in implementing quality standards.

• Monitor and evaluate the quality and progress of programme interventions and projects, including through project visits, internal audits, and review of and feedback to project reports, statistics, and self-evaluation results to ensure that interventions are in line with organisational plans, standards, and policies and with national legislation.

• Support regional quality audits and external evaluations. Advice on and support the implementation of recommendations.

 

HR

• Participate in the recruitment and orientation of Youth leaders and programme staff in the location, as well as provide input into annual performance appraisals, and proposed staff development measures for the programme units’ staff.

• Organize or provide joint training for youth and supervisors from in locations and ensures knowledge exchange through regular meetings.

• Advise on and monitors implementation of appropriate staffing standards and structures in line with quality standards in close cooperation with national HR manager and CVPD.

 

Research and knowledge management

• Document and distribute lessons learned and good practices to support organizational learning on national, continental, and international level.

• Participate on behalf of the NA in the regional network and contribute to regional PD projects upon needs

• Participate on behalf of the NA in international/national studies and research projects related to youth.

 

Partnership building and advocacy

• Support CVPD and NA team members in building strong links and cooperation with national government and local authorities, as well as other stakeholders to enhance programme development.

• Join relevant networks, forums, platforms, campaigns, working groups and advocate on behalf of the organisation for the promotion and protection of children’s rights, especially on issues linked to children and youth.

• Participate in relevant national/international conferences.

 

 

 

Child Safeguarding (CS)

• Child protection is everyone’s responsibility

• Responsible within own area of work to prevent and protect children of all forms of abuse, abandonment, exploitation, violence and discrimination based on SOS Child Protection Policy principles

• Responsible for reporting any CS suspicion, concern, allegation or incident immediately following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to the respective line manager

Qualifications
• Bachelor’s degree in Social Sciences, child development, human development, or any relevant field of study.
• A master’s degree in a related field is preferred
• Four years of relevant experience working in a childcare or youth development program, with at least Three years in a supervisory capacity.

Specific Vacancy Requirements
• Knowledge of principles, practices, methods, and techniques of developing and implementing child and youth development programs and associated facility management.
• Knowledge of relevant laws, rules, regulations, policies, and procedures.
• Knowledge of common educational and social needs of a diverse range of children.
• Knowledge of educational curricula for assigned child and youth services program activities.
• Knowledge of principles, practices, methods, and techniques of developing and implementing child and youth development programs and associated facility management.
• Knowledge of modern office practices, methods, and computer equipment and applications related to the work.
• Ability to evaluate program effectiveness and make adjustments as needed.
• Ability to Manage budget development and monitor program revenue and expenses with accurate financial records and reports.
• Ability to Speak effectively in public.
• Ability to use English effectively to communicate in person, over the telephone, and in writing.
