DUTIES & RESPONSIBILITIES:

 

Development and implementation of Information Management System and strategies focusing on the achievement of the following:

 

Identify and prioritize the IMRP system and process requirements, implement the system and process, ensuring the information needed to support decision-making is coordinated, collected, organized, and made available to all stakeholders in-country with efficient technological options.

Develops Who-does-What-Where databases and manages its reporting to OCHA on monthly basis.

Improve and upgrade the information management system to cater for the needs of the office e.g. compatibility with the UNDP corporate datasets and standards, incorporate needs from programme and field teams and donor requirements

Represent UNDP at different information management working groups/taskforces in the country to bring the information management actors on one platform to discuss relevant issues, support each other and agree on common standards.

Liaise with counterparts in continuously standardizing, updating, and developing robust information management systems through analyzing most appropriate common operational datasets and fundamental operational data sets required for various themes in compliance with corporate systems, policy and guidance.

Manage information to support UNDP and partner organizations, determine the primary data and information elements that are required internally and externally to support decision-making.

Design and implement a dissemination plan for all information products produced by UNDP (e.g. donor progress reports, data, maps).

Manage content on UNDP website and other platforms as needed in coordination with the Communications team, providing overall quality control for the platform and ensuring content is current, comprehensive and follows relevant metadata standards.

 

Data analyzing, processing and visualization focusing on achievement of the following:

 

Support strategic and operational decision-making by processing and analyzing data and information and presenting it in the format most useful for analysis (e.g. reports, maps).

Design and produce agency standard information products through systematic collection and analysis of information related to UNDP Syria.

Supports the advocacy, communication and reporting functions of the Office through the collection, processing, storage, and retrieval of documents, including images.

Manage UNDP staff working directly on information management and information technology activities.

Develop, maintain, and update IM data bases and products to ensure updated resources are readily available and are consistent, accurate and comparable.

Maintain data collection and monitoring tool (IMRP) to keep track of activities implemented by the programme partners.

Organize, design, and carry out the evaluation and analysis of datasets using current statistical techniques.

Participate in the development and revision of data standards.

Support Programme colleagues in the development and management of indicators.

 Manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).

Ensure that data is valid, prepared and cleaned for the visualization process, and develops interactive reports and represent large, complex sets of data through visual representation.

Leverages Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information.

 

Capacity development and knowledge sharing and management

 

Develop the capacities of staff and stakeholders at all levels for better assessment methodologies, from data collection, information management and data analysis.

Attend relevant workshops and seminars to update knowledge and expertise and share relevant information with staff.

Provide periodic trainings on the system and newly added features to existing and new staff.

RECRUITMENT QUALIFICATIONS:

 

Education

 

Master’s degree or equivalent in information Technology, Computer Science, or related field. A Bachelor’s degree or equivalent in Information Technology, Computer Science, or related field in combination with (2) two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience

 

2 years of progressively responsible experience in managing information or management of hardware and software platforms, knowledge of web-based packages/applications, and database development;

Extensive experience in, web design, database programming, relational database technologies and query is required.

Strong knowledge of Excel is essential, MS Access or other databases.

Knowledge of statistics and visualization applications like Tableau, Microsoft Power BI or Qlikview;

Experience in the design and development of surveys, including user requirements, form design, survey implementation, data entry, data cleaning and analysis an advantage.

Good knowledge of GIS principles;

Strong presentation and training skills and techniques;

Knowledge of system thinking, and design thinking principals and methods is an advantage;

Working experience with UN, donors, Government, or NGOs would be an asset.

Ability to communicate with technical as well as non-technical people.

Ability to prioritize multiple tasks within an environment where many interruptions occur.

Ability to work with multi-cultural teams and international professionals.

Availability and fitness for travel within the region.

Ability to work under stress and under tight deadlines.

Language Requirements

 

Proficiency in written and spoken Arabic and English.
