Job Responsibility
- Coordinate the successful implementation of assigned project components and/or stand-alone projects related to GBV implemented by partners and/or directly by CARE.
- Assist granting process with implementing partners. Assist in the preparation of the Sub Agreement Package (SGA). This includes, but not limited to preparing projects scope of work, MEAL plans,Procurement plans, among others.
- Ensure projects’ implementation meets contractual obligations, including all donor and CARE policy, procedures, rules, and regulations.
- Prepare relevant work plans and monitor them.
- Monitor expenditures of GBV components of projects in coordination with the GBV/SRH Project Manager.
- Review monthly financial reports and share inputs/feedback with the partner and GBV/SRH Project Manager.
- Update the procurement plan and ensure the timely supply chain is in place by following up the submitted PRs by the officers.
- Update the monthly monitoring plans of projects’ activities, including training plans.
- Ensure risks are appropriately managed, including financial, safety and security, programmatic, and reputational risks.
- Ensure partner NGOs are implementing PSEA and Child Safeguarding measures for prevention and response.
- Manage a team that consists of GBV Officer(s) and field consultant(s) and develop capacity building plans for the direct supervisees.
- Maintain a sound understanding of Syria’s developments and the needs and opportunities for humanitarian and recovery programming.
- Regularly attend coordination forums like the GBV SC and provide updates to the GBV/SRH Manager.
- Partners capacity building plans coordination, identification, preparation, and implementation.
- Support resource mobilization for the capacity building of implementing partners technically.
- Support partner NGOs in maintaining a safe and confidential record-keeping system and making a sure referral of cases is confidential, safe, and timely.
- Ensure that partner NGOs are regularly attending the important coordination forums and provide updates on their activities in Syria (meetings, 4Ws matrix, and advocacy).
- Review and improve the quality of the partner organization’s existing data collection tools/databases/reporting templates for GBV specific activities.
- Support partners to ensure the effective and accountable implementation of the projects.
- Support partner to prepare monthly plans and reports on GBV components of projects.
- Ensure timely submission of monthly, quarterly and end of projects reports in compliance with internal and external/donor requirements.
- Ensure timely preparation and submission of SitRep reports on projects activities in compliance with internal requirements.
- In close coordination with the MEAL teams, to support in the preparation of MEAL plans and tools for GBV projects, also train different stakeholders on using them.
- Follow up MEAL flash reports.
- Provide support in reviewing internal monitoring and evaluation reports
- Support to and engagement in establishment/implementation of accountability mechanisms to ensure feedbacks of people of concern are duly captured into program adaptations and improvement.
- Ensure independent verification mechanism of projects’ activities is in place.
QUALIFICATIONS
Education/Training
Required
- Bachelor’s degree or relevant certification in (Gender Studies, Social Work, Developmental Studies, Social Sciences)
Desired
- Certification/ training in GBV prevention and response programming.
Experience
Required
- Three years of work experience in GBV programming, of which at least two should be in a not-for-profit, humanitarian organization.
- Project implementation experience with a specific focus on GBV projects.
- Ability to work in a diverse, multi-cultural environment.
- Knowledge of the Syria crisis context.
Desired
- Experience in working through partners
- Experience working with INGOs, National, Provincial, and district governments.
Technical Skills
Required
- Gender awareness and commitment to gender equality
- Technical knowledge of GBV programming in humanitarian settings.
- Demonstrated knowledge for developing work plans and reports and managing budgets.Strong skills in oral and written communication in both English and Arabic.
- Strong skills in interpersonal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment
- Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts
- Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team
- Competence with MS Office applications, including Word, Excel, and Outlook
