BACKGROUND INFORMATION:

Danmission is a 200-year-old Danish faith-based organisation working across 12 partner countries in

Africa, Asia and the Middle East. Danmission’s vision is to ‘promote SUSTAINABLE EXISTENCE –

for a world people can live in and PEACEFUL CO-EXISTENCE – for a world people can live in

together’. Danmission has been present in the Middle East since approximately 1904. Registered

locally in Lebanon, Danmission supports and implements projects and activities focused on dialogue,

social cohesion, as well as on the prevention of violent extremism (PVE), women in religion, active

and inclusive citizenship, education, and human rights.

Danmission is seeking an Endline Survey Consultant to support the endline monitoring phase of its

programme “Hiwarouna – Interfaith and intercultural dialogue”, which is a 3-years regional

programme in Lebanon, Syria, and Iraq which contributes to cultural and religious pluralism, tolerance and peaceful coexistence.

 

PURPOSE & EXPECTED RESULTS
. Purpose
The Endline study has the following objectives:
– Measuring the indicators of the Hiwarouna project’s Logical Framework at end of the
implementation phase.
– Providing analysis, identifying interactions and serving as a learning resource providing
evidence for planning, programming and replication of similar interventions for the
stakeholders of the Action, including partners (Danmission, FDCD, Iraqi Al Amal
Association), and DG DEVCO project beneficiaries.
. Contract type
Fee-based contract: The payment is based solely on actual workdays. Payments are based on
agreed daily rates that includes all actual expenses incurred by the consultant, including but not
limited to the cost of data collection, tools development, testing, etc. The expected number of
working days should not exceed 26 working days.
. Results to be achieved by the Contractor
– Planning the Endline study
– Leading on data collection surveys
– Analysing and reporting the findings of the Endline study.

. SCOPE Of THE WORK
. General description of the assignment
FDCD, Al Amal Association and Danmission (lead) have jointly designed this action called Interfaith
and intercultural dialogue based on many years of cooperation and experiences within this exact field
of expertise in the targeted countries of Syria, Iraq and Lebanon. The action, with the overall objective
to contribute to cultural and religious pluralism, tolerance and peaceful coexistence in Syria, Iraq and
Lebanon, draws on the analysis and recommendations collected from local partners and key.

 

stakeholders which have identified a great need for supporting and enabling influential key actors –
religious, political, community and professional leaders – for them to promote religious and cultural
tolerance and dialogue at regional, national and local level. A baseline study was conducted at the
beginning of the programme in 2018. The Endline study in 2021 will measure the impact of the three
years’ programme in Lebanon, Syria and Iraq.
The projects geographical locations are as follows:
– Syria: Deir Attieh, Aleppo, Damascus, Homs, Soueida, Lattakieh and Tartous
– Lebanon: all over Lebanon
– Iraq: Baghdad, Kirkuk, Kerbala, Mosul, Nineveh, Erbil, Dealah, Sallahedain, Anbar,
Kerbalah and Duhuk
3.2. Specific work
The target groups are chosen based on their connections and networking capacity to ensure as much
“ripple effect” as possible, reaching many people as well as securing the quality and sustainability of
the project. Moreover, the composition of target groups is carefully considered to ensure synergies
between regional, community and institutional levels to motivate and secure collaboration across
affiliations and societal levels. The exact targeted people are identified with the close involvement of
project key stakeholders and in accordance with the following principles, an approach well-tested by
the applicants.
Data collection methodologies:
• Quantitative data collection: surveys with youth and adults, opinion makers, academics, media
persons, religious leaders and community members in Lebanon, Syria and Iraq as relevant and
depending on interventions planned to be implemented across the three countries.
• Qualitative data collection: Focus group discussions (FGDs) and Key Informant Interviews (KIIs)
to validate survey results.
Hiwarouna project Endline is planned to take place according to the MEAL framework and project
Logical Framework developed by the consortium partners and endorsed by the European Union. A
mixed methodology approach including both quantitative and qualitative methods is to be adopted.
The consultant is asked to establish the appropriate methodology and tools that would serve fulfilling
the objectives of the endline studies. The process also includes a Validation and Interpretation
workshop which will be carried out before completing the study yet after analyzing the results and that
for the aim of interpreting and validating the findings, and generate recommendations.

 

REQUIREMENTS

5.1. Key experts

The consultant should have the following competencies and experience:

Required:

• At least 5 years of progressive proven experience in similar studies and in using mixed research

methodologies and data analysis;

• Previous endline and evaluation experience, preferable in at least one of the three countries (to be

provided within the CV);

• Extensive professional experience in the design and implementation of endline and evaluation

studies;

• Good analytical and critical thinking skills;

• Proven knowledge and experience in applying participatory research methods and tools, especially

with children and youth;

Preferred:

• Advanced degree in relevant field

• Good understanding of development work;

• Familiarity with civil society and Non-Governmental Organization (NGO) engagement;

• Ability to work on tight schedules with minimal supervision;

• Good English and Arabic speaking and writing skills;

6. REPORTS

6.1. Reporting requirements

1. An Endline study report answering the study’s objective, and include the following

a. Country level interpretations of data as well as project level ones

b. Datasets (should be delivered in an excel database structure)

c. Syntax file and software analysis database for quantitative analysis or outputs

d. Qualitative data analysis spreadsheets

e. List of interviewed beneficiaries

f. 2 pager summary fact sheet (in English and Arabic)

2. Dissemination workshop (possible online) for partners in the project, including

a. Power Point presentation of the findings

b. Special focus on learning aspects of the findings in the report.
