HUMANITARIAN LEADERSHIP SERIES Prevention of Sexual Exploitation and Abuse – Translating outrage into urgent and transformative action

In recent years, the Inter-Agency Standing Committee (IASC) has made significant efforts to strengthen mechanisms to prevent and respond to sexual exploitation and abuse in the field. Recent initiatives include the appointment of a IASC champion on PSEA (currently UNHCR) to ensure that the issue is given the highest priority in the humanitarian system; increased technical capacity deployed in RC/HC offices; the establishment of complaints mechanisms and in-country PSEA networks; and an OCHA-managed fund to enable NGOs to carry out investigations, among other actions. However, continued instances of sexual exploitation and abuse in the field show that much more needs to be done, including through enhanced accountability, robust investigations, better resourcing for PSEA, focus on survivors, and building community trust in the PSEA systems.

Join ABAAD Founder & Director, Ghida Anani, for this P2P webinar which will provide a platform for humanitarian leadership to discuss challenges and share best practice on prioritizing and supporting ongoing PSEA efforts, particularly through better understanding community dynamics on effectively preventing SEA; engaging with communities with the principles of partnership, respect and dignity; and building trust in reporting mechanisms, incident management and prevention through effective training of personnel, investigation procedures, disciplinary action and sanctions for the crimes committed.

Meet the Panelists

Ms. Ghida Anani
Ghida Anani is the Founder & Director of ABAAD – Resource Centre for Gender Equality, a leading civil society organization in Lebanon advocating for gender equality, women’s rights and the political participation of women. She has led a number of public opinion campaigns, notably the #Undress522 which resulted in a historical parliamentary vote, repealing Article 522 – the infamous ‘’rape-marriage’’ law – from the Lebanese Penal Code. In 2019, the campaign received the first prize “UN SDG Action Award” for the most impactful campaign globally.  As an expert in Gender-Based Violence and Child Protection, Anani has published a number of studies, articles, training kits and community educational materials on GBV & Child Sexual Abuse in Lebanon and the MENA region. She has also dedicated some of her time teaching at the Faculty of Public Health at the Lebanese University. Anani has been honored by the World Bank as one of the ten “Inspiring Women Entrepreneurs Making a Difference across MENA” and selected by the UN Solutions Summit as one of the 10 extraordinary solution makers across the globe advancing the SDGs.
Ms. Zainab Hawa Bangura
Ms. Bangura, a relentless advocate for conflict resolution and reconciliation, and human rights champion, was the Special Representative of the Secretary-General on Sexual Violence in Conflict from 2012-2017. She began her UN career in the UN Mission in Liberia, where she was responsible for the management of the largest civilian component of the Mission, including promoting capacity-building of government institutions and community reconciliation. She was Minister of Health and Sanitation (2010-2012) and Minister of Foreign Affairs and International Cooperation (2007-2010) for the Government of Sierra Leone. Ms. Bangura has also served as Executive Director of the National Accountability Groups as well as Coordinator and Co-founder of the Campaign for Good Governance.

Ms. Kelly T. Clements
Ms. Clements joined UNHCR as Deputy High Commissioner in 2015. She has been closely involved with refugee and displacement issues throughout her three decade career.  Before joining UNHCR, Ms. Clements was a member of the Senior Executive Service, serving as Deputy Assistant Secretary of State in the Bureau of Population, Refugees, and Migration (PRM) where she was responsible for humanitarian issues in Asia and the Middle East and Global policy and Budget. In 2014, she was Acting Deputy Chief of Mission at the U.S. Embassy in Beirut, Lebanon. From 1993 to 1996, Ms. Clements served at the U.S. Permanent Mission to the United Nations in Geneva on a Foreign Service Appointment. She has also served as the Special Assistant to the Under Secretary of State for Global Affairs. She served as Senior Emergency Officer for Europe, The Newly Independent States, and the Americas, and later as the Balkans Assistance Coordinator.             
Introducing the facilitator

Ms. Reena Ghelani
Reena Ghelani is OCHA’s Director of Operations and Advocacy Division. She oversees the day-to-day management of all OCHA field operations worldwide and on behalf of the Emergency Relief Coordinator. She is the daily focal point for supporting Humanitarian Coordinators and the lead adviser to the Under-Secretary-General on operational decision-making. Her most recent role was as Director of OCHA’s Change Implementation Team. Prior to that she served as Deputy Director of OCHA’s Operation Division. Reena has over twenty years of deep experience in the humanitarian affairs field that spans Africa, the Middle East and Asia. Prior to joining OCHA, she held several assignments with UNHCR, DPKO, and the Australian Government, working on protection, human rights and programme management. Reena is an Australian citizen born in Uganda. She has two children.
