Job Description
BACKGROUND

Position Purpose
Under the immediate supervision of the UNDP National Security Officer (NSO) and the Head of Area Office in Qamishli, the Local Security Assistant (LSA) will provide assistance in the implementation of all matters relating to safety, security and wellbeing of staff, assets and program in his/her AOR. It is important to note that the LSA is a local national with vocational experience in security who must always conduct his/her functions in close cooperation with the UNDSS and under the direct supervision of UNDP NSO and the Head of Area Office in Qamishli.
The LSA will provide support for all aspects of the day-to-day operations pertaining to the safety and security of all UNDP personnel, eligible dependents, resources, assets, facilities, and programs while ensuring compliance with all United Nations security policies, procedures and regulations. In terms of functional day-to-day operations related to UNDP security, the LSA will report in timely manner to the UNDP NSO and the Head of Area Office in Qamishli.
Key Duties and Accountabilities
Assisting in implementation of the security measures / security plan and contingency plan in UNDP Area Office in Qamshili
- Providing assistance to the NSO and the Head of Area Office in Qamshili in the implementation of the Area Office security plan, contingency plans under the UN Security Framework. Including, ensuring that all UNDP personnel and their direct dependents in his area of operation are covered by relevant security plans.
- In conjunction with the HR and procurement regarding (ICs and NPSAs), ensuring staff lists are maintained and regularly provided to UNDSS in his/her area of operation, including details of visiting missions and consultants.
- Contribute to the development and update of emergency and contingency planning documentation including physical preparations and procedures to support preparedness for crisis.
- Administering and testing the UNDP Area Office in Qamshili’s warden plan.
- Facilitating security clearances for staff in his/her area of operation when and as needed.
- Be prepared for 24-hour response to all security and safety related incidents involving UNDP staff assets and program, ensuring coordination with NSO, Head of Area Office in Qamshili and DSS when and where required.
Ensuring SRM / SRMM / RSM Compliance
- Assisting to ensure that UNDP personnel, assets and premises are complied with the SRM/SRMM.
- Assisting in conducting periodic appropriate security assessments of UNDP Area Office in Qamshili and providing advice on shortfalls in security preparedness with recommended improvements and solutions as and when required.
- Assisting in implementing office security measures and procedures for visitors and vehicles when applicable.
- Ensure UNDP communication means are functioning properly, and UNDP staff are well trained in telecommunications (HF-VHF).
- Take the lead in the implementation of safety and security measures in UNDP offices and third-party office as well and ensure all mitigation \ prevention measures are in place.
- Assist in monitoring that all access
- control procedures are effective and stringently followed by all staff and visitors and maintain safe and secure environment.
- Maintain the well-being of the UNDP Office in the area of operation by carrying out checks on safety equipment, fire extinguishers, and all relevant security communication tools.
- Administer staff IDs (issuance and renewal).
- Carry out repairs and maintenance work of the UNDP premises, as requested by the Operations Associate, ensuring that work is carried out safely, and complete records as required.
Conducting Threat & Risk Assessment
- Assist in reviewing security threats and risks, compile accurate reports on trends and situations that could adversely impact UNDP operations to ensure information is accurately collated to support reporting and decision-making.
- Providing inputs to the NSO and the Head of Area Office in Qamshili to assist in the preparation of comprehensive Security Risk Assessments (area, site, project, or individual specific).
- Conduct all sort of security assessments in Qamshili such as (FSSS, Physical Security Vulnerability Assessment, Ad-hoc SRM and primary assessments for proposed UN third party offices).
Liaising with local security services and UN counterparts
- Assisting in ensuring appropriate professional liaising with host government agencies and local authorities, counterparts in the UN, and municipal/traditional leaders, in coordination with the UNDSS and as required.
- Maintains regular contacts with Security Focal Points of UN agencies.
Program Implementation
- Participate and coordinate for the field missions to facilitate movement within Qamshili and between Qamshili and other parts of the country and provide guidance to the team leaders as well as to keep coordination with the UNDSS and SOCs. Ensure timely preparation of ConOps, Mission Requests and Security Clearances.
- Provide security support to UNDP personnel during field missions, leading these missions to ensure the safety and security of UNDP personnel and operations.
- Facilitate preparation and ensure timely submission of Movement of Personnel (MOP) requests, follow up on the endorsement of MOPs by UNDSS, keep track on the respective records.
- Prepare and administer documentation related to travel arrangements, both local and international, including Travel Authorizations.
- Take overall responsibilities for coordination of vehicle requests and drivers to provide missions outside Qamshili as well as movements within Qamshili city.
- Provide support to other UN agency in regards of missions and field visits when needed withing the guidance of the NSO and the area office manager.
Information management Participating in security training / briefings.
- Providing substantive support to the NSO and the Head of Area Office in Qamshili in collecting and updating information with regards to security issues.
- Ensure that Security Situation Analysis reports, flash report, incident reports are initiated and submitted in timely manner to the NSO and the head of area office and ensure like timely emergency preparedness actions, such as early warning, risk analysis, contingency planning, are carried out.
- Managed to generate and update maps and reports which accurately reflect the situation on the ground to support UNDP program implementations.
- Immediately reporting all security and safety related incidents involving UNDP staff and their eligible dependents to the NSO and the Head of Area Office in Qamshili.
- Assisting in ensuring that UNDP staff are provided with situation reports, security advisories and other appropriate security related information as and when deemed.
- Maintaining confidential correspondence files/documents related to security matters.
- Being an active member in the UN official forms in Qamshili (ASMT-security meetings).
Management of armored vehicles.
- Supporting Operations Associate at UNDP Area Office in Qamshili in effective management of UNDP armored vehicles in the Qamshili office.
- Ensuring sending all needed and periodic reports in timely manner regarding the technical status and all data referred to vehicle movement to the NSO and the Head of Qamshili office.
- Handled the fleet management \ Driver’s responsibilities until the appointment of the Operations Associate and take responsibility of the drivers when needed.
Covid-19 Respond
- Provide support and implementation of WHO COVID-19 Safety Guidelines inside UNDP premises.
- Ensure that UN personnel are adhering to the SOPs and WHO guidelines in regards of Covid-19.
- Ensure that the office is provided with all the needed PPEs regarding Covid-19 such as face masks, hand sanitizers, etc. to maintain a suitable work environment and Ensure work surfaces and equipment are being disinfected properly on a periodic time.
- Sharing guidelines documents, SOPs and security alert provided by UNDSS-WHO- MoH with UNDP personnel and third-party members to keep them up to date with every development.
- Ensure all UNDP personnel\third party members are adhering to UNDP guidelines regarding Covid-19 during their present in UN AVs or in the field missions.
- Report, monitor and keeping the record of every suspected, confirmed, and close contact cases among UNDP staff and their dependents, and report such to the UNDP COVID focal point.
- Follow up with the recovered cases till finishing their quarantine period and after consultation with the UN Doctor before returning to the office.
- Facilitate the medical evacuation to the confirmed cases who had shown severe symptoms to other medical facilities.
Perform other security-related tasks assigned by the NSO and the Head of UNDP Area Office in Qamshili.

Requirements
Education
- Completion of secondary education.
- Bachelor’s degree or equivalent in Political Science, Military Studies, Social Studies, Management, Business or Public Administration, or any other related field will be given due consideration.
Experience, Knowledge, and Skills
- 5 Years relevant experience in security, preferably in the military or police context or related field of work. OR Bachelors degree with 2 years of relevant experience.
- Knowledge of HF and VHF radio operation.
- Knowledge of host country safety codes.
- Good computers skills (MS Word, Excel, Access and PowerPoint)
- Possession of a valid driver’s license.
- 2 Years of prior experience with the UN system or an international NGO is desirable.
- Experience in diplomatic security, protection and intelligence is desirable
- Ability to travel
- Physically fit.
Language Requirements
- Proficiency in oral and written English and Arabic.
- Working knowledge of other UN language desirable.
