Requested services:
The short-term expert/Policy Analyst will evaluate the existing policies related to free flow of information with a specific focus on access to health information in the MENA region. This will include:
Review existing policies in the MENA region and determining whether the policies are in line with international standards.
Analyse challenges and recommendations shared by relevant stakeholders in the webinars.
To ensure success, the Policy Analyst should possess deep knowledge of the legal frameworks existing in the MENA region as well as knowledge of international standards. He/ She should be able to provide recommendations to advocate for increased access to health information in the MENA.
The short-term expert will draft a position paper “Access to Public Health Information: A Key for Public Accountability and Health Equity in times of COVID-19”.
The paper will include challenges and recommendations based on the webinars conducted throughout the project. The minutes of the webinars will be shared with the expert. In addition, the paper will highlight international standards that should be applied on protecting the free flow of information at national levels.
It is important to note that the paper will base on the UN special rapporteurs call for countries to safeguard access to information while fighting Covid 19, in addition to other relevant framework issued by EU or other International organizations such as OECD.
Requirements
Qualifications and skills:
A Master’s Degree in a related field, preferably related to law or media.
Extensive knowledge of the fundamental rights in the MENA region, including the contexts.
Advanced ability to provide recommendations.
In-depth knowledge of legal considerations relevant to policies.
Advanced knowledge of conventions and standards in policy writing.
Ability to collaborate with relevant teams.
Fluency/ Knowledge of Arabic
2) General professional experience
At least 8 years of experience in working with civil society organizations as expert, consultant, or trainer.
5 years of experience in analysing policies. Extensive experience in determining if policies are aligned with international standards
3) Specific professional experience
At least 5 years of experience in analyzing policies related to fundamental rights.
Excellent knowledge of media landscape and right to access information in the MENA region.
Experience in implementing EU projects will be an asset.

The short- term assignment will be implemented home based. The assignment will be executed over a period of three months. The maximum number of workdays is 5
