Under direct management of Protection Manager and with technical guidance and supervision by Regional Protection Coordinator, Protection Team Leader is responsible for high-quality implementation of ongoing protection activities and direct line management of Protection Officer(s) & Assistant(s). The position also collaborates with other team leaders and the IM officer on the implementation of activities, monitoring and reporting, external representation and human resources, so as to ensure the quality and efficiency of the overall protection programme. 

Duties and Responsibilities

Programme implementation & development

  • Ensure high quality and timely implementation of protection activities (PSS, case management etc) within the projects assigned by line manager and according to DRC guidelines, Standard Operating Procedures & Code of Conduct
  • Supervise and manage the day-to-day use of protection systems, tools and procedures for effective structured and unstructured PSS  case management and support the running of the community center. Ensure compliance with the specific tools, processes and SOPs dedicated to services referrals, terms of informed consent and confidentiality, timeframe for the provision of services, follow-ups and feedback.
  • Supervise Protection officers and Protection assistants in all stages of structured and unstructured PSS, case management & individual protection assistance for particularly vulnerable individuals: including case identification, assessments, identifying and prioritizing vulnerabilities, developing responses, referring, identifying durable solutions, and documentation.
  • Provide skill-based supervision to members in managing complex protection cases: file creation, interviewing, note-taking, needs assessments, managing sensitive cases, referring and following up on cases.
  • Act as a focal point for inter-agency referral mechanism and in-house referrals
  • Use solid participatory approaches with attention to gender, diversity and vulnerability criteria, to facilitate meaningful dialogues that enable participants to self-identify protection concerns that affect their own communities
  • Lead community mapping exercises within specific geographic areas to identify service areas and develop corresponding plans for community outreach, in collaboration with Programme Manager, and other sectors/PDQ team.
  • Provide inputs and data from the field implementation for new proposal development/programme design
  • Ensure transparency and DRC’s positive regard and reputation within communities
  • Work closely with other programme sectors to ensure integrated support to beneficiaries to achieve impact. Where possible, support on protection mainstreaming as requested by the Protection Manager
  • Carry out any other relevant duties as assigned by the line manager

Required:

Experience and technical competencies:

  • Relevant professional experience of no less than 3 years. Experience of work in the UN or NGO or voluntary sector is essential. Familiarity/prior experience with DRC and its persons of concern (including internally displaced persons, returnees, refugees) would be a distinct advantage
  • Experience managing a team with proven leadership qualities including decision making
  • Familiarity with international protection and human rights legal standards, as well as with child protection and psychosocial support programming
  • Excellent writing and reporting skills, strong analytical skills
  • Excellent organizational and planning skills. Punctuality and respect for applicable rules and procedures
  • Excellent interpersonal skills and respect for people from diverse communities, and for persons with special needs and other vulnerabilities
  • Excellent knowledge and understanding of local communities and customary rules demonstrated experience of successful community engagement
  • Ability to work with minimal supervision and as part of a team, self-motivation, goal/result-orientation
  • Ethical and transparent decision-making, full respect for the confidentiality of work-related information and data
  • Flexibility, creativity, tolerance and maturity
  • Excellent spoken and written English/Arabic and relevant computer skills
  • Computer/IT literacy ( Microsoft Officer package (Word, Excel, Outlook in particular) Internet etc.)

Education:

  • University degree in management, social sciences or other relevant field a sufficient number of years of demonstrated strong, relevant experience can be considered in lieu of a university degree
  • An advanced university degree would be an asset.

Languages:

  • Strong spoken and written English

Fluent spoken and written Arabic
