Context | The Syria Independent Monitoring consortium (SIM) has been monitoring the implementation of UK humanitarian assistance to populations in need in Syria since July 2016. Now in its second phase (SIM II), the programme is seeking to expand its team of Monitoring Leads (MLs) in line with the growing scope of activities commissioned by the Foreign, Commonwealth and Development Office (FCDO). |

Monitoring Lead mandate
Monitoring Leads (MLs) take full responsibility for the implementation of Field Monitoring Visits (FMVs), from engagement with FCDO’s implementing partners (IPs), such as UN agencies, international non-governmental organisations, in preparation of FMVs to the design of the visits, questionnaire development, training of field monitors, data analysis and reporting, submission of Field Monitoring Reports (FMRs) and revision to FCDOs and IPs being monitored. Each FMV runs over a cycle of 3-4 months, whereby MLs are expected to lead on several FMVs in parallel. MLs work in close collaboration with the senior staff of the consortium’s two field partners, respectively in charge of overseeing teams of monitors in Government and non-Government-controlled areas of Syria.
FMV-specific tasks
For each FMV they are assigned to lead on, MLs:

Manage IP interaction, including briefing IPs on the conceptual and operational aspects of the SIM II monitoring methodology and addressing with them any issue related to access, authorisations, and particular sensitivities associated with each visit

Carry out data collection based on programme/project documentation and interviews with senior IP staff

Provide guidance to the field teams in their interaction with the Downstream Partner(s) (DPs) implementing programmes within Syria and data collection at DP senior level

Develop tailored FMV monitoring tools based on common standards for all visits adopted by the programme

Engage with translators and the field teams to ensure the quality and adequacy of the Arabic version of the tools to be used for each visit

Actively engage with the digitisation team responsible for uploading the excel-based questionnaire on to the KoBo toolbox, to ensure that their technical work is aligned with the content they have assigned to the questionnaires

Participate in the training of field monitors

Analyse the data collected, if needed with the support of junior experts, and draft the corresponding FMRs

Collaborate closely with reviewers to revise and finalise draft FMRs prior to submission to FCDO

Submit FMR drafts to FCDO and review them based on their comments

Share drafts with IPs and revise them based on IPs’ comments

Submit final version of FMRs to FCD
Cross-cutting tasks
In addition to FMV specific tasks, MLs may be called to contribute to the further development of the SIM II monitoring methodology and standardisation of the tools, as well as to the improvement of the methodology of analysis, and to take part in whole-team lessons learned exercises. MLs are expected to participate in weekly calls held with peers to take stock of monitoring progress and nurture an ongoing exchange of experiences.
Communications and line management

MLs are contracted by the company Transtec and report contractually to the SIM II Programme Director

MLs report operationally to the Deputy Team Leader (DTL) or the Team Leader (TL) depending on the task

MLs maintain frequent communication with peers and work in close collaboration with field teams in the implementation of FMVs
Qualifications, Core Competencies and Qualities
To join us, you need:

A minimum of five years of experience in monitoring and evaluation (M&E), with a strong preference for monitoring. Candidates without specific M&E experience will be considered provided they have a minimum of 10 years of experience in project/programme management or analytical work including field data collection

Experience with quantitative and qualitative data analysis

English writing skills at native speakers’ level and be fully fluent in read and spoken Near Eastern Arabic

Ability to communicate clearly and sensitively with colleagues and external stakeholders

Posting and contract

MLs are contracted as independent consultants

SIM II has no particular requirement in terms of geographic location. However, MLs must make themselves available for regular communication over office hours in Europe and the Middle East

Contract duration and number of days are negotiable. However, SIM II is an output-based contract and ML remuneration will depend on their actual delivery of outputs in the form of FMRs
