Technical Responsibilities:
  • Assist in reviewing the full technical designs of facilities and utilizations related to waste management and provide information from the ground if needed;
  • Review shop drawings, work schedules and material specifications; and ensure conformity with the design specifications that are prepared by the consultants; 
  • Assist in preparation of tender documents for both consultancy and construction works related to waste projects;
  • Review the environmental management plans and requirements within the scope of the environmental impact assessment related to projects and other related infrastructure works;
  • Liaise with the local authorities and others on all matters related to the site, project implementation, including but not limited to land and legal issues, ownership, local community coordination and other;
  • Prepare, in collaboration with the various contractors and/or consultants, the time schedules for the execution works and the arrangements regarding the proper delivery of equipment to the installation sites; and ensure information is communicated to the UNDP project team; 
  • Support in assessing financial cost estimates for the design works and the purchase of needed material and construction works;
  • Support in the evaluation of the proposals received during the tendering process and write the evaluation reports accordingly.
Site supervision, monitoring and reporting:
  • Provide technical supervision of contractual works on the ground, including: ensuring the provision of complete listings of installed equipment per site, as per design and specifications; the preparation of site logs, acceptance reports; change orders; snag lists, documentation of site condition; etc.
  • Report regularly to the senior project team members on progress of works and implementation. Ensure that the project team are fully aware of site challenges and means of resolving them in advance.
  • Liaise with Contractor’s staff in all site matters and assist in finding practical solutions to daily site problems;
  • Assist in controlling engineering works and in particular the quality of works, safety and environmental aspects and compliance with the Contract;
  • Convey progress, comments, problems etc. to the project team regarding the works;
  • Review and monitor planning schedules, analyzing potential or occurring constraints/delays and overseeing the implementation of remedial measures, including extending assistance to Contractor to reschedule priorities.
  • Monitor and collect data from the various sites including data management and analysis;
  • Prepare commissioning and progress reports as needed;
  • Support in the training and capacity building workshops that are organized by the project to transfer technology to beneficiaries and counterparts.

Institutional Arrangement

The Site Engineer will be working under the overall guidance of the Project Officer.. The Site Engineer will be based in Bekaa and will have frequent travel to Zahle and Bekaa Area.

Required Skills and Experience
 
Education:
  • Secondary Education or Bachelor’s degree in civil engineering, environmental engineer or other related fields.
Experience:
  • At least 7 years with a secondary education or 4 years with a Bachelor’s degree of progressive relevant experience in in civil engineering, environmental engineer or other related fields.

Required  skills:

  • Ability to interface and maintain a positive relationship with others (teamwork);
  • Good organisational and coordination skills;
  • Effective oral and written communication skills, as well as research skills; 
  • Attention to detail and ability to handle multiple tasks simultaneously and accurately; 
  • Flexible (willing to travel regularly to the project site in Bekaa); 
  • Knowledge of international engineering standards and quality procedures in solid waste management, preferably with experience in landfill construction.
     

Desired skills: 

  • Previous experience with the UN or international donor funded projects is desirable;
  • Experience in working and liaising with public administration, development partners, United Nations system, NGOs, academia, private sector and local communities is an asset;
  • Good reporting skills;
  • Computer literate.
Required Language:
  • Fluency in written and spoken English and Arabic.
