الوصف

Responsibilities:

Project Coordination and monitoring

• coordinate Oxfam staff and partner across the project locations to ensure that programme is implemented in line with Oxfam policy and agreed standards (as per approved project plans);

• Work in close collaboration with Oxfam’s Public Health, WASH , and protection Teams to ensure the programmes are appropriately integrated with EFSVL activities;

• convene quarterly project progress and review meetings among Oxfam and partner program managers.

• collaborate with Oxfam PSIT and PMEAL teams to design data collection tools; market assessment and monitoring tools.

• collaborate with the PMEAL team , and implementing partner to ensure baseline and endline assessments are completed ; ensure regular monitoring activities are carried out and programme issues followed up by partner and Oxfam staff;

• With the support of the PMEAL team and implementing partner, develop an Indicator Performance Tracking Table (IPTT) for the project and share periodic updates with the EFVL project manager and the PMEAL team.

• collaborate with PMEAL team and implementing partner to maintain project databases with accurate up to date information.

• ensure full compliance with OXFAM’s data protection standards.

 

Grant management

• coordinate closely with Oxfam’s Finance Department to maintain accurate financial records of expenditure for Oxfam; create expenditure forecasts; monitor monthly Budget verses Actual accounts; monitor challenges in meeting expenditure forecasts.

• coordinate handover of assets to local partner and payments as agreed in the project inception.

• ensure Oxfam and partner are compliant with donor requirements including allowed expenditure, visibility, reporting.

• to work with partner to ensure that reporting is completed in a timely manner and that reports are of high quality and collated to send to the donor as per the agreed schedule.

 

Quality assurance

• collaborate with Oxfam Technical team to ensure technical quality standards are included in programme implementation plans; ensure technical assessments are completed prior to implementation; consider detailed technical information e.g. seasonal calendars; soil fertility needs; agricultural input requirements; market feasibility etc.

• identify when additional technical advice is required for quality implementation and liaise with project Manager and Oxfam technical advisors to ensure advice is provided to staff and partner.

• support Capacity Building process to identify knowledge gaps in project staff and partner and contribute to building the capacity of partner staff and community livelihood committees to implement programme’s activities through training workshops, on-the-job training, coaching and mentoring.

• Support the different stakeholders and partner in the design and implementation of a development plan and resilience in the areas of intervention

• encourage mainstreaming of gender into livelihoods recovery programming by increasing knowledge of the staff, community structures and beneficiary communities through trainings/ awareness raising activities and incorporating gender data in program monitoring and design.

• ensure that all protection standards are fully respected and achieved.

 

External Representation

• build strong relations with community stakeholders, local partner and internal Oxfam staff.

• support the regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders.

• represent Oxfam as necessary. This may be Early Recovery & Livelihood, and Food Security & Agriculture Sector Meetings.

 

Qualifications:

– Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.

– Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.

– Commitment to undertake Oxfam’s safeguarding training and adherence of relevant policies to ensure all people who come into contact with Oxfam are as safe as possible

– Contribute to safe programming by analysing risks, and contributing in setting up risk prevention, mitigation and management measures to ensure all stakeholders can safely take part to Oxfam’s activities

– Contribute to Oxfam humanitarian approach by embedding community engagement, safe programming, feminist approach and local humanitarian leadership principles in own tasks.

Essential:

 

• First degree or equivalent in a relevant discipline (preferably agriculture, microenterprise development) or substantial community development experience;

• At least three years of technical experience in appropriate community mobilisation, livelihoods, cash programming in early recovery setting;

• Knowledge and technical experience in planning and implementing livelihoods activities (livelihoods counselling, vocational training , business development trainings , micro business support , etc. ).

• Knowledge and experience of programme management in a development setting;

• Proven experience in community action planning processes and in working with local partner;

• Proven ability to work creatively, innovatively, using owns initiative with limited direct supervision as well as a working effectively as a team player;

• Proven assessment and analytical skills and the ability to produce written, verbal and financial reports succinctly;

• Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam GB’s work;

• High level of interpersonal and communications skills;

• Considerable experience of training and capacity building and ability to carry out training needs analysis and develop capacity building strategies based on this analysis. Mentoring and coaching skills;

• Proven experience in networking, influencing and negotiation skills;

• Fluency in spoken and written English and Arabic language;

• Strong commitment and sympathy to Oxfam aims and values – which are inclusiveness, diversity and accountability. This also includes commitment to Equal Opportunities (e.g.: gender, race, disability);

 

Desirable:

• ideally within an INGO or LNGO;

• Experience in facilitation and training – formal or informal;

• Understanding of local humanitarian leadership principles and values an added advantage.
