Responsibilities
Technical Support to EFSVL Programme implementation
• Under the matrix management of the EFSVL Advisor, the technical EFSVL team in Damascus and in collaboration with other hub EFSVL Coordinators contribute to the development of technical guidelines and tools for activities, contribute to designing approaches for the EFSVL programme and adapting them to the hub’s context
• Provide technical oversight to EFSVL activities implementation under responsibility for direct implementation of EFSVL Officers and Project Managers to ensure EFSVL implementation follows best-practices, in line with the Oxfam EFSVL Strategy
• Participate in hub EFSVL planning, and reviews.
• Support programme and project teams on HR issues, in particular: developing ToRs and job descriptions and give advice/ input on recruitment of relevant EFSVL staff as appropriate;
• Support the development of hub’s EFSVL staff objectives and annual performance reviews as matrix manager.
• Support on identifying EFSVL -related capacity gaps within the EFSVL hub team and local partner organisations; support the development and implementation of capacity building plans; design and facilitate training as appropriate, in collaboration with the EFSVL Advisor.
• Establish precise technical EFSVL BoC and BoQ for review by the EFSVL technical team in Damascus for all EFSVL activities in the hub.
• Contribute to assessing the current procurement processes for WASH activities
• Develop standard criteria to evaluate regular Oxfam WASH projects and archive the criteria data base for futuristic reference
• Document technical lessons learnt and incorporate them in new projects
• Coordinate the allocation of work orders / purchase orders / service agreements from master framework agreements covering the whole EFSVL portfolio in the hub to the different grants under the responsibility of different project managers.
• Coordinate the work between different consultants and external evaluators fairly and in a way that severs Oxfam priorities.
• Coordinate the process of governmental approvals obtaining between the different grants in the hub and HQ.
• Provide technical inputs to procurement of technical supplies and services and ensure quality review
• Ensure the start-up of new projects until the project manager is appointed as per Area Manager’s request.
• Work closely and proactively with the MEAL, logistics and finance teams and providing steer to projects teams on the required procedures in implementing program activities on a timely, transparent and accountable manner

Programme Quality and development
• Contribute towards the development of a comprehensive EFSVL strategy for Oxfam in Syria lead by the EFSVL Advisor and the technical team in Damascus , which includes elements of both ensuring basic EFSVL services are provided to communities in need, as well as efforts to address issues in resources governance and management, working towards a transition into longer-term resilience programmes.
• Contribute to the development of hubs operational plans including preparedness and contingency planning in collaboration with Area Manager, HPC, EFSVL Advisor and other departments.
• Support the implementation of EFSVL activities within the hub – including ensuring coherence, standardized approaches, and programme quality across the EFSVL programme as a whole. This also includes providing support on ensuring Oxfam and sector minimum standards are met.
• Responsible for conducting needs assessments within the intervention area, producing needs assessments reports.
• Responsible for conducting technical assessments informing BoC and BoQ and realistic overall planning
• Responsible to draft concept notes, budgets and proposals to address the assessed needs.
• Contribute to mainstreaming aspects of conflict sensitivity, community engagement, gender and safe programming
• Ensure climate change is a consistent consideration in EFSVL implementation.
• Support team’s risk analysis related to programme activities before implementation and provide strategic steer to Project Managers on amending activities and approaches where necessary.
• In collaboration with technical coordinators and advisors, Policy Unit and Programme Managers, work to integrate programme and policy/ influencing efforts to ensure that programmes are working towards achieving same aims and leveraging impact in line with Oxfam’s Country Strategy.
• Support programme and project teams in developing and applying appropriate monitoring, verification, evaluation and learning (MEAL) tools in relation to Oxfam’s EFSVL work in Syria.
• Collaborate with the MEAL department to ensure MEAL activities capture technical quality aspects that will inform ongoing and future programme
• Contribute to the development and implementation of national programme evaluations, learning events and specific programme related research activities.
• Contribute to identify opportunities for collaboration and joint learning.

External Representation & Coordination
• To coordinate with other agencies, particularly those undertaking EFSVL programmes including Food Distributions, UTC, CFW, Vouchers, livelihood protection and promotion activities including agricultural and livestock support.
• In coordination with Management, to represent Oxfam in Cluster meetings and in meetings with government or other NGOs
• Facilitate effective working relations with colleagues around communications, policy and advocacy issues and concerns, ensuring evidence-based programmatic input into policy and media messaging;
• Ensure Oxfam is engaged in relevant external fora for coordination, proactively influencing agendas for wider response in Syria
• Engage with relevant partners, including private sector actors and local authorities, to influence stakeholders and shape priorities

Qualifications
Essential
• A suitable qualification in the relevant field of food security and livelihoods (Agriculture Economics, Economics, Community development, etc.)
• Minimum of at least five (5) years in relief and /or development work with INGO / NGO/ or Government, and knowledge and experience of work in EFSL interventions, including market based and cash transfer programmes (vouchers included), Experience of in kind food or other items distributions;
• Proven experience in designing, implementing and monitoring UTC, CfW and Voucher programmes This includes designing all necessary formats and training staff in the implementing CTP
• Proven experience in post distribution monitoring and price monitoring
• Proven experience in market assessment and analysis
• Proven expertise in coaching and training national staff in technical, project cycle and managerial skills
• Experience of conducting assessments and surveys to support design and implementation choices
• Experience and knowledge of Livelihoods asset protection and recovery activities in emergency and post-emergency situations
• Strong leadership and management skills and ability to work and build a good team and team spirit. Strong mentoring and capacity building skills. Ability to work autonomously with minimum supervision
• Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning
• Financial monitoring skills
• Proven computer competence and conversant with data management (spreadsheets)
• Proven ability to analyse complex environments at local and national level, monitor changes and translate into appropriate strategic planning.
• Experience in management and capacity building of teams in complex contexts.
• Excellent verbal and written communications skills and the ability to relate to people from all backgrounds.
• Good written and spoken English.
• Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity.
• Well developed interpersonal and team skills and proven ability to be flexible in demanding situations and ability to work under pressure and in response to changing needs.
• Sympathy with the aims and objectives of Oxfam.
• To be familiar with and abide by the NGO/Red Cross Code of Conduct and with the Sphere Humanitarian Charter and Minimum standards.

Desirable
• Knowledge of other sectors – Protection, Water, Sanitation and Public Health
